SEO agency or freelancer: which fits your business?
The agency-versus-freelancer question has no universal answer, but it has a clear logic. It comes down to how much capacity you need, how much attention you want, and how much overhead you are willing to fund.
The freelance specialist
An independent Dutch specialist typically charges lower rates than an agency for the same seniority, because you are not funding office space, account managers and a sales department. You talk directly to the person doing the work, which shortens every feedback loop and removes the classic agency problem where the impressive person from the pitch is never seen again after signing.
The trade-off is capacity. One person can only serve a limited number of clients well; the best Dutch freelancers deliberately cap their intake and often have waiting lists. For most small and medium businesses this model fits naturally: enough capacity, maximum attention, professional rates without agency overhead.

The agency
Agencies bring teams: a technical specialist, content people, link builders, project management. For large corporations, complex multi-country platforms or projects that need many hands at once, that breadth is genuinely valuable and hard for one person to replace.
The costs of that structure are real: higher prices for the same hours, and the risk that your account is staffed with juniors while seniors handle bigger budgets. When considering an agency, the questions that matter are who exactly works on your account, how many hours of the retainer reach actual specialists, and what happens when your contact leaves.
The offshore provider
Outsourcing SEO to low-wage countries looks attractive per hour and is the riskiest option for strategy and link building. Language and market knowledge matter enormously in SEO; content and links for the Dutch market produced without Dutch market knowledge tend to range from ineffective to penalty-inducing. There are legitimate uses for offshore capacity under local strategic control, but "complete SEO from abroad at a fraction of the price" reliably underdelivers.
A simple decision rule
Small or medium business with one primary market: a vetted freelance specialist is usually the best value. Larger organisation, several markets, heavy content production or big internal stakeholder management: a good agency earns its overhead. In both cases the vetting process from the hiring guide matters more than the label on the provider.
